Capitol Police decide to stop warning mere spectators at Capitol

Madison – Arrests continued at the Capitol on Thursday, with 18 citations issued for assembling without a permit.

Police did not tell spectators Thursday they could also be arrested, which they had previously been doing.

“Only those who actively participate will be cited for not complying with the law and court order that requires them to get a permit,” said Stephanie Marquis, a spokeswoman for the Capitol Police.
