Exodus from Oshkosh schools continues

Students’ resident districts must pay tuition to the districts that students transfer into through the state’s open enrollment program. So when 170 students left Oshkosh this year and only 71 entered — a net loss of 99 students — the district lost $687,852 to other communities, according to district records.
