on Thursday the State Journal obtained a copy of a letter the federal Centers for Medicare and Medicaid Services sent to Medicaid Director Brett Davis ordering the state to lift the cap and immediately enroll people who would have otherwise been selected for the program since the cap was first put in place in July.
