Oregon Police Chief Doug Pettit said the texts were “sexually suggestive,” and some contained images of cartoon characters.
He said the department’s investigation was continuing as of Tuesday but no charges had been filed.
“We haven’t even substantiated if we have a legit complaint,” he said.
