Madison mayor, police concede protesters can march on State Street without paying

This week, two groups — the Madison Area Peace Coalition and 42nd Great Midwest Marijuana Harvest Festival — challenged the payment requirement as an infringement of their First Amendment rights after being told they would have to pay for officers in order to get a permit for marches Saturday and Sunday for the first time after decades of not being charged to march from Library Mall to Capitol Square.
