Police departments ponder when to allow officers to shoot at moving cars

Hard decisions:

In Milwaukee, officers may still fire if they believe the driver is trying to run them over. However, officers here are not allowed to shoot simply to prevent someone from fleeing. That policy was re-emphasized in 2005, after a Journal Sentinel investigation found about two dozen people had been shot while driving away from police over two decades.
