State asks to intervene in Ken Kratz civil case stemming from text messaging controversy

Atty. Gen. J.B. Van Hollen, in an answer to the civil complaint, says Kratz isn’t entitled to legal representation from the state or payment of any damages if he loses.“Defendant Kratz was acting outside the scope of his employment if indeed he engaged in the alleged actions that are subject of this lawsuit,” the answer says.
