The beating occurred on the street in the early morning hours of Oct. 24, 2004. The officers accused Jude of stealing a police badge. They kicked him repeatedly in the head and body, pulled his fingers back, cut off his clothes with a knife and jammed pens in his ears, causing them to bleed for weeks, a Milwaukee Journal Sentinel investigation found.
