“If the city wishes to look beyond existing resources (for independent review), the city could set up an office or panel for such investigation and review, but that office or panel could only investigate, report and make recommendations to be considered by others,” [City Attorney Michael] May said. “Almost anything beyond this would require a change in state law.”
